Do you think rich ppl in poorer nation are more ostantacious?

Seems to me that lots of developing countries with rich ppl, royalty, etc show more off of their wealth as opposed to western nations. For example in india- a man owned an apartment and built especially for him, $1 billion dollars. Or the saudi royal fahd and the sultan of brunei. Your thoughts.
