Outfit Challenge for Everyone!?

Okay, so I am Looking for the perfect outfit for going shopping with friends in the hot city of Orlando. I prefer skirts and dresses. Short, skirts and dresses to be exact. Similar to the ones in my other fashion questions. I need a complete outfit with a tops and bottoms (or dress). Accessories and shoes are optional based on what is left in the budget: $40. For inspiration, some of my favorite stores are wet seal, agaci, forever 21, rue 21, old navy, and papaya! (: I have longish dark brown hair, hazel eyes. MY hair is naturally straight, but I occasionally straighten it. My size in teens is medium. I think the best colors on me, based on compliments, are purple and blue. Please provide links, and price. If it comes in different colors, then tell me which color you prefer. I will choose best answer on the detail in which they describe the outfit, amount of money used, and how much i like the outftit.
